INTERPOL requests public assistance to identify man pictured sexually abusing children

The man, whose name, nationality and location are unknown is featured in approximately 100 images in a series of around 800, which are believed to have been taken in Southeast Asia and depict the sexual abuse of at least three boys aged between six and 10 years old. The first pictures of the man were originally discovered by police in Norway in March 2006.
“The law enforcement community around the world has done all it can to find this man who clearly presents a danger to young children, and we are now asking the public to help identify this predator and protect other potential victims from abuse,” said INTERPOL Secretary General Ronald K. Noble.
“When we made a similar appeal last year, it was information provided by the public which helped identify and locate Christopher Paul NEIL, who is now in jail facing child abuse charges. We hope that people around the world will again play a vital role in tracing this man who could otherwise continue to sexually abuse young children.”
After receiving the pictures from Norwegian police, INTERPOL’s child exploitation unit at the General Secretariat in Lyon, France circulated the images to its global network of experts to try and identify the man. The photographs were also entered into INTERPOL’s Child Abuse Image Database (ICAID) for a digital comparison of images received and stored in ICAID from around the world. To date, around 800 images in this series, all featuring the same victims and locations, have been identified.
Operation Vico, INTERPOL’s first-ever public appeal to identify an unknown man photographed sexually abusing children, led to the swift arrest in Thailand of Christopher Paul NEIL last October. Following the success of that operation, INTERPOL’s General Assembly in 2007 approved a resolution empowering the organization to publish information to request the public’s assistance in child sex abuse investigations.
“Again, it was a carefully considered decision to publish this second man’s picture in a public appeal. Our duty as law enforcement officers is to protect children and we believe this appeal, codenamed Operation IDent, will help us do that,” said Kristin Kvigne, Assistant Director of INTERPOL’s Trafficking in Human Beings unit.
“While these images were only discovered two years ago, we believe the photographs were taken between April 2000 and May 2001 so clearly this man will be older than he appears in the pictures.”
Anyone with information about this man’s identity and current location should contact their local police or the INTERPOL General Secretariat. Members of the public should not take any direct action themselves.

PARTE I - Investigação Inquinada para o Norte
O dossier anónimo entregue na Prouradoria-Geral da República (PGR) acusa Maria José Morgado e a sua equipa de investigação de ter ligações estreitas com o presidente do Benfica Luís Filipe Vieira e de, por isso, ter direccionado a investigação do Apito Dourado no sentido de prejudicar o FC Porto e ignorar indícios sobre favorecimentos ao Benfica.
Ao que o DN apurou, os autores do documento, 26 páginas em papel com o timbre da Direcção Nacional da Polícia Judiciária, acusam o fiscalista Saldanha Sanches, marido de Maria José Morgado, de trabalhar há vários anos para Luís Filipe Vieira. Os denunciantes, inspectores da PJ de Lisboa apenas preocupados "com a descoberta da verdade", apontam ainda um processo judicial anterior dirigido por Maria José Morgado, o denominado processo das Finanças, no qual o actual presidente do Benfica terá sido beneficiado - uma empresa da qual Vieira era sócio comprou a Fábrica de Louças de Sacavém a preço simbólico e construiu ali um condomínio privado no qual viviam quatro directores de Finanças, acusam. LFVieira é actuaalmente o 75ºHomem mais Rico de Portugal.
O documento, aliás, terá já sido enviado a diversas entidades, entre as quais a PGR, o DIAP do Porto, o presidente da Liga e o Conselho Superior de Disciplina da FPF.
Vários inspectores da equipa constituída por Maria José Morgado para a investigação do Apito Dourado são referenciados, apurou o DN, pelo relatório entregue na PGR como estando controlados pelo presidente do Benfica, a quem alguns dos inspectores da PJ deveriam favores, nomeadamente o inspector Sérgio Bagulho. Aliás, os autores do dossier informam que Vieira tem desde há muito "homens seus" dentro da PJ.
Os denunciantes anónimos, alegadamente inspectores da PJ, esclarecem nada ter contra o Benfica, mas apenas enumeram situações em que os aparentes beneficiados foram o clube da Luz ou o Alverca, este ao tempo em que era dirigido pelo actual presidente do Benfica. No Alverca, Luís Filipe Vieira é acusado de ter aliciado o guarda-redes Palatsi, que então defendia a baliza do Beira-Mar, que estava em luta com os ribatejanos pela manutenção.
As revelações anónimas - têm como prova as escutas do Processo Apito Dourado e ainda outras investigações relacionadas com compra de empresas por parte de Luis Filipe Vieira (que é cadastrado por instigação ao furto e por furto agravado) - focam ainda a época 2004/05, em que o Benfica foi campeão. Ao que o DN apurou, Vieira e José Veiga são acusados de combinar árbitros para os jogos do Benfica com o então presidente da Comissão Arbitragem da Liga, Luís Guilherme, e de aliciar um jogador do Estoril na véspera do Estoril-Benfica no Algarve. |

Uma investigação ao teor das declarações da irmã gémea de Carolina Salgado - em que esta é alvo de graves acusações - foi esta semana retirada ao Departamento de Investigação e Acção Penal (DIAP) do Ministério Público (MP) do Porto pelo vice-procurador-geral da República e remetida à equipa de coordenação do 'processo Apito dourado', dirigida por Maria José Morgado.
O inquérito diz respeito a factos mencionados por Ana Salgado no processo por difamação contra a ex-namorada de Pinto da Costa, movido pelo médico Fernando Póvoas. O depoimento, tornado público há três semanas, levantou suspeitas sobre o relacionamento de Carolina com a equipa de investigação do 'Apito dourado' e sobre o modo como foi feito o livro "Eu, Carolina". O processo entretanto instaurado no DIAP incidia sobre concretas denúncias relativas a drogas e extorsão. No último caso, José Mourinho poderia ter sido a vítima.
Segundo o semanário "Sol", Maria José Morgado terá tentado ela própria retirar o processo ao DIAP do Porto, mas viu essa pretensão recusada pelo procurador- -geral distrital do Porto, Alberto Pinto Nogueira.
O JN sabe que a procuradora terá feito esta diligência a 27 de Julho, dois dias depois de ter tomado conhecimento de um pedido de medidas especiais de segurança para Ana Salgado dirigido pelo DIAP do Porto à PSP. A solicitação viria a ser recusada, após "avaliação negativa" do DIAP de Lisboa, pelo qual Morgado é responsável.
Perante a negativa de Pinto Nogueira, Maria José Morgado deu conta do caso ao vice-procurador-geral da República, Mário Gomes Dias. Volvidos 10 dias, na semana passada, o magistrado deu ordens para o inquérito ser remetido para Lisboa.
Assim, com esta decisão da Procuradoria-Geral da República (PGR), Morgado irá investigar o teor das denúncias feitas pela irmã de Carolina, visando indirectamente a própria magistrada e mais em concreto um inspector da PJ da sua equipa. Em causa estão também factos envolvendo o presidente do Benfica, Luís Filipe Vieir,a e a jornalista Leonor Pinhão, entre outros.
A 28 de Julho, recorde-se, o procurador-geral, Pinto Monteiro, disse que iria instaurar um inquérito ao "teor das declarações" de Ana Salgado e "às circunstâncias em que foram prestadas".
PETIÇÃO
Vimos por este meio pedir a imediata exoneração da Maria José Morgado e de Sérgio Bagulho do Ministério Público com efeitos imediatos por obstrução à justiça, alteração de depoimentos, ocultação de testemunhos, falsificação de documentos, arquivamento de suspeitas de corrupção sem investigação adequada e querer ser Juizes em causa própria sobre as acusações de que são imputados, para não serem sujeitos a uma investigação independente.

Microsoft Fined Record EU899 Million by EU Regulator
``Microsoft was the first company in 50 years of EU competition policy that the commission has had to fine for failure to comply with an antitrust decision,'' European Competition Commissioner Neelie Kroes said in a statement today in Brussels. ``I hope that today's decision closes a dark chapter in Microsoft's record of non-compliance.''
Microsoft, the world's largest software maker, announced last week that it will help competitors' software work better with some products, such as Office, in an effort to allay EU regulators' concerns over its dominance. While today's ruling ends the 2004 antitrust case, for which the company was fined the previous record 497 million euros, the EU has two new investigations under way over Microsoft's business practices.
The fine brings the total penalty to 1.68 billion euros in the case. Microsoft shares fell 7 cents to $28.31 at 10:38 a.m. in Nasdaq Stock Market trading. In a statement, the Redmond, Washington-based software maker said it would review the decision, which found Microsoft overcharged for patent licenses that rivals needed to connect products to the Windows platform.
``These fines are about the past issues that have been resolved,'' the company said. ``As we demonstrated last week with our new interoperability principles and specific actions to increase the openness of our products, we are focusing on steps that will improve things for the future.''
Increased Oversight
The commission, known for vetoing General Electric Co.'s proposed $47 billion merger with Honeywell International Inc. in 2001, has ramped up its oversight of U.S. technology companies such as Intel Corp., Rambus Inc. and Qualcomm Inc. in recent years. Last July the regulator charged Intel with abusing its dominance in the computer-chip market. It's also probing potential antitrust abuses by Rambus and Qualcomm over royalty rates on chip-technology licenses.
Microsoft sought to limit potential EU fines by agreeing in October to make network data available to open-source software developers so server programs can connect to the Windows operating system, which runs 95 percent of the world's personal computers.
Brent Williams, a New York-based analyst with Benchmark Co. who recommends investors buy Microsoft shares and doesn't own any himself, said the fine isn't large enough to hurt Microsoft.
``It's not about the financial impact,'' he said. ``If Microsoft has $1.3 billion of cash disappearing suddenly off the balance sheet, it doesn't affect their ability to invest in growth at all.''
Appeal Possible
Microsoft can appeal the penalty at the European courts in Luxembourg. A European court upheld the commission's ruling against Microsoft in September, meaning the company wasn't in compliance for three years.
On March 1, 2007, the EU threatened Microsoft with millions of euros in daily fines backdated to December 2005 for failing to fully comply with the 2004 antitrust order.
Under that decision, Microsoft had to provide data to rivals to allow servers to connect to the Windows platform. When patent licenses were necessary for that network data, Microsoft was required to charge ``reasonable'' royalties.
Last month, EU regulators opened investigations into whether Microsoft is using its dominance in word processing and spreadsheets to thwart rivals and whether the company illegally tied an Internet browser to Windows. Today's fine isn't related to the new probes.
`Talk is Cheap'
Benchmark's Williams said the EU will continue its ``aggressive'' stance toward Microsoft, ultimately helping its rivals.
``Over time, every competitor is going to look at that and say `is there an opportunity for me to take advantage of the fact that Microsoft can't do X without further legal problems, and can I exploit that?'''
Kroes said at a press conference that the commission would take into consideration ``any changes'' Microsoft makes to its business practices that are relevant to the two new cases. She said that it's the fifth time that Microsoft has made an announcement about improving interoperability.
``Talk is cheap,'' Kroes said. ``Let's wait and let's find the reality in this case. They have to deliver and implement.''
In July 2006, the EU also imposed a 280.5 million-euro penalty on the software maker for failing to license information to rivals on how Windows communicates over a network. It was the first time that the EU had fined a company for failing to comply with an antitrust order.

FCC Sends YouTubers Searching For Butt Scene
The Federal Communications Commission (FCC) thought long and hard about whether Charlotte Ross's buttocks were both shocking and titillating. Five years later, they've decided they were indeed, and are fining 52 ABC stations $1.4 million.
Or $27,500 per Central and Mountain time zone station that presented Ms. Ross's derriere before 10 PM.
In case you missed the February 25, 2003 pre-Nipplegate episode on its first run, the news of the FCC's indecency fine has spurred millions to check it out on YouTube. If YouTube deletes it for fear of copyright infringement, likely it'll pop up again from other users.
If not, the Parents Television Council, who made the initial complaint and who hates any type of raunchiness on TV, has a clip of the raunchiness on their website, along with lots of other titillating and shocking clips.
It's a good thing, too, because you'd likely have forgotten how appalling it was after five years. And kids that missed it the first time around are surely to see it now, and learn how to be appalled as well.
The FCC, a group of taxpayer-funded grownups who refer to certain unutterable terms as "the s-word" and the like, used some of that taxpayer money to issue a 16-page report officially declaring a semi-nude woman on television indecent. Luckily, the taxpayers will get that money back via the money ABC now owes them, and which will cover other unsuccessful investigations into new words like "hamsterbating."
The 16-page proposal is a must read for entertainment buffs, as the FCC fends off ABC's argument that views of Ross's nude body from the back and side were not "lewd, prurient, pandering, or titillating." But the FCC declared that not only was the scene "shocking and titillating," but also that the camera lingered on her buttocks and returned to them.
(And if you're quick and extra-pervy, you can almost see her whats-it.)
The argument follows then, that if ABC had only shown her buttocks once and went on, then they'd be in the clear. Mo Rocca interviews Dennis Franz' buttocks, which have also appeared on the show, and Franz' buttocks are pretty upset. But according to the FCC's logic, Franz' buttocks, while perhaps shocking, were not all that titillating.
ABC disagreed that buttocks are a sexual organ as the FCC declared, but the FCC was unanimous in the proclamation that while "shocked and titillated" are hard to define, they know it when they feel it.
That the little boy's ears where aptly placed in the full frontal shot didn't seem to help ABC's cause either.
In a statement, FCC Commissioner Deborah Tate said, " Our action today should serve as a reminder to all broadcasters that Congress and American families continue to be concerned about protecting children from harmful material and that the FCC will enforce the laws of the land vigilantly. In fact, pursuant to the Broadcast Decency Act of 2005, Congress increased the maximum authorized fines ten-fold. The law is simple. If a broadcaster makes the decision to show indecent programming, it must air between the hours of 10 p.m. and 6 a.m. This is neither difficult to understand nor burdensome to implement."
If you want to see a semi-nude woman before that, you should go to an art museum or look in your dad's underwear drawer like everybody else. And yes, you're right if it appears they're applying a penalty instituted in 2005 to an infraction that occurred in 2003. Whatever happened to ex post facto?
The PTC, as expected, was very happy. The organization published a statement on its site, part of which reads:
“Despite the TV networks’ scurrilous lawsuits claiming a ‘right’ to air profanity, and that a striptease in the middle of the Super Bowl was somehow not indecent, this order should serve as a reminder to every broadcaster and every network that they must use the public airwaves responsibly and in a manner which serves the public interest."
Because the public, as illustrated by the millions of views on YouTube, is not interested in, not in the slightest, Charlotte Ross's should-be-immortalized-with-oil-on-canvas form.
And we wonder why Europe thinks we're uptight.
